SBA Launches New ARC Loan Program

The Small Business Administration has announced a new loan program as part of the Recovery Act designed to provide temporary relief to small businesses suffering financial hardship as a result of the slow economy.

America’s Recovery Capital (ARC) loans are deferred-payment loans of up to $35,000 available to established, viable, for-profit small businesses that need short-term help to make their principal and interest payments on existing qualifying debt.  SBA will start guaranteeing ARC loans beginning June 15.  ARC loans are interest-free to the borrower, 100 percent guaranteed by the SBA, and have no SBA fees associated with them.

“These ARC loans can provide the critical capital and support many small businesses need to make it through these tough economic times,” said SBA Administrator Karen G. Mills.  “Together with other provisions of the Recovery Act, ARC loans will free up capital and put more money in the hands of small business owners when they need it most.  This will help viable small businesses continue to grow and thrive and create new jobs in communities across the country.”

The loans will be disbursed within a period of up to six months and will provide funds to be used for payment of principal and interest for existing, qualifying small business debt including secured and unsecured conventional loans (mortgages, term and revolving lines of credit), capital leases, business credit card obligations, notes payable to vendors/suppliers/utilities, 504 first mortgage loans, and loans made with an SBA guaranty after February 17, 2009.  Repayment will not begin until 12 months after the final disbursement.  After the 12-month deferral period, borrowers will pay back the loan principal over a period of five years.

MAMTC offers pretrial run for manufacturers

There is a new launching pad available for companies looking to validata new products before sending them to market.  The Innovation Marketplace is a web-based system that collects data on new inventions and products, and helps to determine the strengths and weaknesses for them.  The system went active on April 20.  It is part of the Eureka! Winning Ways program, which helps businesses brainstorm for new products and test out ideas through a simulation and expert analysis.  The system helps companies hone product ideas cheaper than building a prototype.  The Innovation Marketplace is available on a stand-alone basis for companies that already have ideas and are not in need of brainstorming sessions.  The system helps project a first-year revenue for an idea.

The proposals for the Sumner County Resort Casino have been submitted by three developers to the Sumner County Commissioners and are may be viewed on line at the Sumner County website.

KDOT Announces Local Projects to Receive Funding

The Kansas Department of Transportation has announced that 77 local road and bridge improvement projects will be receiving funding as part of the American Recovery and Reinvestment Act (or economic stimulus) funds.  KDOT received more than 400 project requests.  We are happy to announce that Wellington will be receiving funding for its culvert replacement on Hillside Street project.  To view the complete list of projects, please visit the KDOT website and go to “Information for Local Governments.”

Thirty-seven projects selected for airport funding

Thirty-seven projects that will improve safety and service enhancements at public use airports in the state have been selected for funding under the 2010 Kansas Airport Improvement Program (KAIP).

KDOT will contribute $3.54 million in funding for the projects and with local matching funds of approximately $2.57 million, the total infrastructure investment will be $6.1 million.  The projects will address maintenance, runway, facility and equipment needs at non-primary public use airports in Kansas. These are airports in the state that are classified as having less than 10,000 passenger boarding’s per year.

“In 1999, one in four airports in Kansas had a pavement condition of poor or failing,” said KDOT Director of Aviation Ed Young.  “Now, less than one in 20 runways in Kansas is in poor or failing condition thanks in large measure to the 244 projects conducted at 97 different airports in every part of the state in the last 10 years.

Among the 37 projects slected, there are 18 maintenance projects, 17 equipment projects, one geometric project and one planning project.  According to Young, nearly 8 percent of the program’s allocation is spent on crack seal, joint repair and other basic maintenance projects.  Those investments have helped the pavement condition of Kansas airports receive an average pavement condition rating of 77, up from 49 in 1999.

Under guidelines of the program, project sponsors are required to pay a minimum of 10% of the total project costs, up to a maximum of 50% based on population.

Board Member Received Service Plaque

Chad Bartelson was presented a plaque February 3rd at the Oxford City Council meeting by David Carr, Chairman of the Sumner County Economic Development Commission (SCEDC). The plaque was present to Mr. Bartelson in appreciation of his service on the SCEDC Board of Directors from 2003-2008. Mr. Bartelson first served as a representative of the 3rd County Commission District and later was appointed to serve on behalf of the City of Oxford.  During his tenure on the Board, Mr. Bartelson also served as the Chairman of the SCEDC.

The Sumner County Economic Development Commission, Cowley First, Cowley College, and the Sumner County Farm Bureau co-sponsored a bus trip February 5th to the Flat Ridge Wind Farm in Barber County.  Thirty-two people from Sumner and Cowley counties participated in the trip.  Cowley College provided the buses and Alternity Wind Power provided the lunch.  Sumner County Economic Development and Sumner County Farm Bureau had co-sponsored a trip last year to the Elk River Wind Farm.  “The purpose of these bus trips is to educate our citizens about wind farms,” stated Janis Hellard, Director of the Sumner County Economic Development Commission.  “The trip to Elk River was to see a wind farm already in production.  The trip to Flat Ridge was to look at one still in the construction phase.  These trips have been very well attended–Sumner County had their half of the seats on the bus already spoken for before we knew what day we were going and before we could even advertise the trip.  With all this interest, we may need to do another one,” stated Janis Hellard.

The Flat Ridge Wind Farm will consist of 5,000 acres.  It will have 40 Clipper 2.5 MW C-96 wind turbine generators to generate 100 MW of renewable energy.  This site is a joint venture between Westar Energy and BP Alternative Energy.  Phase one of the Flat Ridge Wind Farm will provide enough electricity to power more than 30,000 homes and offset the equivalent of nearly 240,000 tons of carbon dioxide emissions to the atmosphere annually.  Westar Energy will own half of the wind farm and purchase energy from the remaining half.  The Flat Ridge Wind Farm is expected to be in full commercial operation by the end of February, 2009.
